Why don't hunters humanely euthanize wolves to control its population?

Hunters in Alaska shoot wolves by the hundreds to control its population. I always hear about dog population higher than there are number of people who would adopt them, yet dogs must be humanely euthanize, instead of cost-effectively shot in the head with a bullet. Why?
